The coroner’s office has identified the woman as Huanjing Zheng.

Cause of Death: Drowning

Other Significant Condition: Blunt Head Trauma

The government worker entered “vehicle” as the place of death. None of the contemporary news reports or eyewitness accounts have stated that her death was anything related to a vehicle. Government employees in the United States have a well-deserved notoriety for being paid large salaries for being dull and incompetent.
